(Senior) Windows Engineer (internally referred to as (Senior) Engineer IT Technology and Infrastructure) manages the technology roadmap, design and delivery of projects. You will be responsible for daily operations concerning the following scope: Windows Operating Systems Server, Active Directory, Group Policy Objects, Exchange Services, File Services, Microsoft Identity Manager, One Identity Manager and System Center Configuration Manager in order to meet the functional and technology needs of the organisation. It will be your contribution to the achievement of the EIB objectives.

The EIB, the European Union's bank is seeking to recruit for its Corporate Services Directorate - Information Technology (CS IT) - Transversal Services Department (TSD) - Information & Operations Division (IO) - Client Services Unit (CS) at its headquarters in Luxembourg, a (Senior) Windows Engineer. This is a full time position at grade 5/6.

The term of this contract will be 4 years.

Panel interviews are anticipated for October 2020.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

(Senior) Windows Engineer (internally referred to as (Senior) Engineer IT Technology and Infrastructure) manages the technology roadmap, design and delivery of projects. You will be responsible for daily operations concerning the following scope: Windows Operating Systems Server, Active Directory, Group Policy Objects, Exchange Services, File Services, Microsoft Identity Manager, One Identity Manager and System Center Configuration Manager in order to meet the functional and technology needs of the organisation. It will be your contribution to the achievement of the EIB objectives.

Operating Network

You will be part of the IT Client Services Unit and report to the Head of Unit. You will cooperate closely with counterparties from IT and the business. You will be in direct contact with the service desk and other IT teams notably in the area of integration, development, infrastructure, servers, VMWare, storage. Moreover, you will work closely with the IT Security Unit.

Accountabilities

Within the scope of Windows Operating Systems Server, Active Directory, Group Policy Objects, Exchange Services, File Services, Microsoft Identity Manager, One Identity Manager and System Center Configuration Manager, you will be accountable for:

• Leading  technology roadmap, design and implementation in order to provide EIB with best in class and secure end users and Windows Servers technologies services;
• Be a subject matter expert;
• Keep up to date with industry trends and developments with regard to own specialist field in order to identify IT infrastructure opportunities for innovation based on technical knowledge and best practice;
• Manage project teams (consultants) for the implementation of projects;
• Ensure that projects and processes are managed and that solutions are designed and implemented in line with internal standards and procedures and that best practice, security recommendations and industry standards are respected;
• Provide specialist advice, in consultation with various IT teams in the context of projects and act as a change owner in order to introduce innovative approaches within the Bank’s IT solutions;
• Assess impact of releases, features or changes on the IT environment in place and advise relevant stakeholders on a recommended approach;
• Provide information, transfer knowledge and actively promote awareness and a sense of responsibility regarding compliance to relevant IT policies, procedures, and work instructions to be followed by all EIB staff;
• Work closely with development, engineering, support, infrastructure, and business operations teams to drive problems and incident resolution;

Qualifications

• University degree in Computer Science, Information Systems or related disciplines;
• At least 5 years of relevant experience with proven track record in managing Microsoft technologies like Active Directory, Group Policy Design, Exchange, File Services, Microsoft Identity Manager, System Center Configuration Manager, Server Infrastructure;
• Hands-on experience in Windows Server administration with enterprise level skills in Wintel physical and Virtual environments;
• Hands-on Wintel system administration, patching, scripting and maintenance;
• Good experience with scripting and automation. Powershell knowledge is mandatory;
• Advanced understanding of IT network operations (WAN, LAN, TCP/IP, VPN, etc.), server environments, load balancer;
• Understanding of F5, Single Sign-on and Splunk, or equivalent technologies;
• Strong Security Practitioner – day to day operation and architecture/design;
• Experience with Azure/Office 365 constitutes an advantage;
• Microsoft certifications in the above technologies are an asset;
• Experience in running IT projects: deployment of new solutions, upgrades, updates;
• Proven technical design experience;
• Excellent knowledge of written and spoken English and good command of French (*). Knowledge of another language of the European Union would be an asset.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French.
